The punchline isn't the end. It's the door to the next two laughs, and they're free.
A tag is a second punchline on the same setup. The audience is already in the world, the assumption is already installed, and you don't have to pay the setup cost again. Tags are the cheapest laughs in comedy and beginners leave them all on the table.
